Picus Odden and Associates has developed the Evidence-Based model to determine the level of resources schools need to provide every student an equal education opportunity to achieve to state proficiency standards, increasingly standards that would prepare a student to be successful in college or the world of work in the evolving, knowledge-based, global economy.
Chapter 4 of the fifth edition of our text book, Allan Odden and Lawrence O. Picus, School Finance: A Policy Perspective, New York: McGraw Hill (2014) shows the evidence we have used from research and best practices to develop our Evidence-Based Model. This chapter both makes public how we have developed the model, and the evidence we use to back it up.
